Roxanna (Roxy) Barboza is NTCA's Industry and Cybersecurity Policy Analyst. Ms. Barboza provides expert advice and assistance to member systems and NTCA staff concerning cybersecurity, emergency communications, and digital equity and inclusion. In addition, Ms. Barboza oversees CyberShare, a program that operates as a cyber threat information sharing and dissemination platform for operators of small telecommunications companies. Barboza also serves on the National Council of ISACs, leads the CyberShare Steering Group, co-leads the NTCA Cybersecurity Working Group and assists an NTCA member on her appointment to the Federal Communications Commission's Diversity and Equity Working Group.

Originally from California’s Central Valley, Ms. Barboza has helped address the digital divide in rural America for the past years due to her family and community lacking access to fast, affordable, and reliable broadband. Prior to joining NTCA, Ms. Barboza was a consultant at the United States Department of Agriculture supporting their ReConnect Loan and Grant Program. In addition, she has worked at the Wireless Internet Service Providers Association, National Hispanic Media Coalition, and Federal Communications Commission.

Ms. Barboza holds a Bachelor of Science degree in Public Policy and a Master of Public Administration degree from the Sol Price School of Public Policy at the University of Southern California.
